874 pound blackbear WTF?

I was reading the Scraton Times when i saw an artical about a 874- pound black bear being killed inside the city limits. The artical kind of  scared me because i wondered what do we have in this city besides drug dealers robbers you know the regular. But, a 875- pound bear WOW.  Now i have a question for you all. This person who shot this 875- pound bear did not have a permit, did not ask the game comision i think he should be locked up. It's was killed with a crossbow the most silent weapon of all. The bear skull will be dried in 2-3 months then I will have more information. But, what do you think should happen? Leave me a answer.
